Criteria 7. Institutional Values and Best Practices
- a) Curricular Activities:
A large number of programs/ courses are run by the University focusing wholly or partially on promoting gender equity and sensitization.
The Dept-cum-Centre for Women’s Studies is wholly focused on promoting gender equity and sensitization, while those of the Centre for Human Rights and Duties and Centre for Social Work has approximately 50 per cent of the social sciences programs focused on this theme. Other Departments, such as Community Education and development, Political Science, History, Sociology and English, have one to two papers specific to the theme.
In addition, a compulsory paper has been introduced at the undergraduate level on Domestic Violence and Child Abuse.
b). Co-curricular Activities and Extra-Curricular Activities:
Each Department of the University organises a large number of seminars/ workshops/ symposia/special lectures on the theme of gender equity and sensitisation. Approximately 190 programs were organised in last five

Training Programmes are organised with gender equity and sensitization as the central focus. The Faculty Development Programmes and Refresher Courses organised by HRDC Centre and ICSSR have a component on gender equity.
- c) Extra-Curricular Activities:
Within the Campus: Debates, Poster making competitions, etc.
Outside the Campus: Gender equity and sensitisation within the campus would have no value without a similar effort outside the ivory towers of the University. Panjab University has a dedicated Department- the Department – cum-Centre for Women’s Studies and Development which has gender sensitisation as one of its major objectives. Panjab University has assiduously adhered to the Swachhta Abhiyaan initiated by the Government of India, being a residential campus, the nature of waste generated includes domestic as well as biomedical, e-waste and hazardous chemical and radioactive waste. The facilities at the Panjab University for the management of different types of wastage are as follows:-
Solid Waste Management
The garbage generated from various offices, departments, residences, hostels, canteen and shops, etc. in Panjab University is segregated at its source into wet and dry solid waste. Afterwards, segregated waste is lifted through dumper placer and tractor trolleys for dumping off at dumping ground, DaduMajra,
Chandigarh. All the departments, offices and important places are provided with blue and green dustbins for dry and wet solid waste disposalis also lifted through contractor M/s Radha Krishan Service Provider with whom the contract has been done.
The big houses on the campus are encouraged to develop compost pits wherein organic garbage is converted into manure. A biogas facility has also been installed in one of the University hostels. The use of plastic carry bags, cups are prohibited on campus.
Liquid waste management
An efficient underground sewage system connected to the city’s sewage system takes care of liquid waste as well as storm water. Rainwater harvesting structures have also been erected funded by the Govt. of India on the campus of Panjab University.
Biomedical Waste Management
Biomedical waste consisting of gloves, syringes and animal carcasses, etc. is stored separately till it is collected in yellow bags and transported to the city-level incinerator at PGI and is also lifted by the firm M/s Alliance Envirocare Pvt. Ltd. through an annual contract. The present term of the contract is 18.03.2022 to 17.03.2023. Sanitary pad incinerators have been installed in girls’ hostels with the help of funds available under CSR.
E-waste management
To develop skilled manpower and entrepreneur in the area of E-waste dismantling and segregation, a project on “Capacity building through skill and entrepreneurship development on e-Waste management” is being implemented by Panjab University Chandigarh with the active participation of industry partner M/s Exigo Recycling Pvt. Ltd, under the Circular Economy in EEE sector initiatives of the Ministry of Electronics and Information Technology, Govt. of India. The Scope of interaction is to provide training and also provide advocacy to the informal sector in clusters & where e-waste dismantling & recycling is taking place. The Department of Statistics took the initiative and conducted a seminar on ewaste to bring awareness about it. The e-waste items of the Department of Statistics were handed over to the registered society, UIET of Panjab University, Chandigarh.
Waste recycling system
The Horticulture waste generated at the Campus like leaves, bushes and grass, etc. is decomposed in pits / open spaces and converted to manure and this manure is further used in the beds of flowers and shrubs. Garbage containers of 4.5 cubic meter capacities are placed near the department and residential area.
Radioactive waste management
Radioactive waste management is done as per AERB guidelines. Short-lived radioactive waste is managed by the delay and decay technique wherein solid and liquid waste is separately stored under controlled conditions until it has decayed to permissible limits.

Panjab University is home to students from all parts of India and several parts of the world as well. Students particularly those hailing from the border states of Jammu and Kashmir, Ladakh,
Manipur, Mizoram, Nagaland, Uttarakhand and Himachal Pradesh access this University for
attaining higher education. Such a diverse populace, belonging to different nationalities, religions, colours, ethnicity, language, gender, disability and socio-economic background, makes it imperative for the University to provide an inclusive environment for quality teaching. All these students seek and are, to a large extent, provided with a hostel facility.
Hostels: Panjab University Hostels are thus microcosms of the entire country and students here dwell and develop in complete harmony with each other. A variety of festivals and cultural events are celebrated in the hostels of Panjab University every year.
Gurpurb/ Holi/ Diwali/ Lohri: The University observed the 550th birth anniversary of Guru Nanak Dev and the 300th birth anniversary of Guru Teg Bahadur is currently being observed. In addition to these, festivals such as Diwali, Holi, Lohri and Christmas are all celebrated with complete bonhomie by the different departments as well by the students’ council each year.
Every year, the University organises a large-scale fair on Dusshera which is celebrated by students, teachers and supporting staff in which Ramleela is organized by the university employees.
The campus has a Gurdwara and a temple as well in which students and employees of the university are the management members to look after the functioning of religious programmes from time to time.
The University organizes programmes through workshops, seminars, posters, the film shows, debates, skits, and Rose festival, etc. to create awareness regarding practices that infuse social harmony, cultural integration, and a spirit of tolerance.
The University has a zero-tolerance policy towards ragging, another social stigma and it is banned on and off campus.
Social initiatives / Fieldwork/project work: The students of different departments especially the social sciences departments (Department of Human Rights, Centre for Social Work, and Department of Community Education and disability studies, etc.) organize different programmes at the village /colony level to understand the needs and requirements of the community. The students’ connections with the rural/urban population residing around the University are encouraged and also the socio-economic and linguistic values of locals are respected. The Students do internships and research in rural villages which involves orientation towards different traditions and customs of Indian culture.
The University has different cells (SC/ST cell, EOC, Women cell) to watch out against any kind of discrimination based on gender, caste and any type of disability.
The campus has a Equal opportunity cell (EOC) which looks after the requirements of students with special needs. Efforts are made to make the campus disabled-friendly. Special washrooms have been constructed to ensure the dignity and privacy of trans-genders.
Thus Panjab University made an effort for ensuring an inclusive environment on campus. Students enjoy campus life and carry with them sweet memories after graduation.

Panjab University has been in its constant endeavour to sensitize the students and employees of the university to constitutional rights and duties. Panjab university with its dedicated effort is producing responsible citizens in the form of its alumni who are imbued with such values which are required for sentient and discerning individuals who are conscious of both their rights and duties.
Fundamental Duties of Students: The fundamental duties of all citizens of India have been prominently displayed in all hostels so that students are sensitized to their duties. To develop harmony among the students belonging to various countries, cultures, regions, religions and economic statuses, the code of conduct is prepared and everyone is supposed to follow this code of conduct.
National days and events: The Republic Day, Independence Day, Ambedkar Jayanti, Constitution Day, Vigilance Week, Earth Day and Women’s Day, etc. are celebrated and observed at both Teaching Departments as well as at Administrative offices to inculcate national values and right values among the students and employees of the university.
Blood donation camp: Panjab university students’ council, Panjab University teachers associations as well as Panjab university employees associations with various trust organizes Blood donation camps every year in which employees, students as well as teachers donate blood.
Constitution Day: Panjab university every year on 26th November observes Constitution day in which all the stakeholders of Panjab university at their department/ office undertake a pledge to ensure the values of the constitution of India remain alive. The Departments like University Institute of Legal Studies, Department of Law, and Centre for Human rights regularly organize a number of events on constitutional obligations- values, rights, duties, and responsibilities. Some of the other events that were organized include a national symposium on freedom of Speech and Expression, a seminar on the ‘Role of the Judiciary in upholding Constitutionalism’, a mock Parliament’ on ‘Balancing the Right to Life and Right to Livelihood, etc.
Rashtriya Ekta, Akhandata and Sadbhavana day is celebrated on 31st October every year at Panjab University in which all the students, faculty members and supporting staff undertake a pledge towards the values of unity, integrity and harmony.
Days like Gandhi Jayanti (Swachhta Diwas), Science day and Population day are observed and celebrated by the departments to sensitize the students towards different values and duties of responsible citizens.
Especially Department-cum-Centre for Women Studies organize sensitization programmes on gender issues/ women empowerment issues through plays, and rallies on campus and off-campus.
The green environment, anti-plastic awareness workshop, and e-waste management program are also conducted through awareness workshops, and cycle rallies by the different department’s students and faculty to sensitize the students.
Community awareness programmes in nearby villages are conducted by Panjab University students on different issues like women’s empowerment, self-safety and consumer act, etc. Some of the departments collaborated with NGOs/Multiple councils to conduct community engagement programmes to sensitize the students about life skills.
NCC/ NSS: The University also has dedicated NCC and NSS wings wherein students are encouraged to participate and play a positive role in contributing both towards the nation and society. Students from the University are regularly selected to participate in the Republic Day Parade. A student from the Department of Zoology was awarded as Best Cadet in the last Republic Day Parade.

The Departments and Centres of Panjab University celebrated various national and international commemorative days, events and festivals. Republic day and Independence day (which are celebrated at the University level by unfurling and hoisting the National Flag respectively) instill a sense of pride in the tricolour and help the students recall the great freedom movement. These two days are also marked by cultural events which provide the students and children with a perfect platform to exhibit the vivid and diverse culture of the nation.
Students from the Department of Music, Department of Indian Theatre, Department of Defence Studies, Centre for Police Administration, NCC Cadets, and NSS students, Ankur School students participated in Cultural activities to commemorate the great sacrifices rendered by the national freedom fighters on the day before Republic Day and Independence Day.
Department of Gandhian Studies regularly celebrates Gandhi Jayanti and Martyrdom Day. Seminars/workshops/poster competitions/ quiz competitions were held on the event Martyrdom Day of Mahatma Gandhi wherein eminent scholars and students from different institutions participated. The National Youth Day is celebrated on 12th January on the birthday of Swami Vivekananda. The University student council also organizes discussions/discourse on the teaching of Swami Ji, besides holding cultural and sports events. On 5th September, students are encouraged to celebrate Teacher’s Day in memory of the late Dr S. Radhakrishnan.
Vigilance Awareness week was observed at Panjab University, Chandigarh from 27th October to 2nd
November every year. The commencement of the week started with taking the Integrity Pledge by the Faculty, non-teaching staff, research scholars and students by the Chairperson/ Head of the Department on constitutional obligations: values, rights, duties and responsibilities of citizens. The whole university events on Vigilance Awareness are coordinated by the Department of Laws or UILS of Panjab University.
World Environment day, Disability day and International Yoga day are observed to sensitize teachers, staff students and the community at large. Some of the departments as per disciples organize special events on Polio day, Diabetes day, AIDS day, Women’s Day, Population day, Literacy day and Girls Child Day.
To commemorate the birth anniversary of Sardar Vallabh bhai Patel, Sadbhawna divas are observed by taking national unity pledges by various teaching and non-teaching departments. Apart from this, University also celebrates Dr. Ambedkar Jayanti, Earth day, Hindi Diwas and Mother Tongue Day, etc. Cycle Rally was organized to sensitize students & faculty towards pollution free and make them health conscious.
Panjab University employees club and student associations celebrate and organize events on festivals such as Lohri, Basant Panchmi, Holi, Janmashtami, Diwali, and Gurupurbs at the campus wherein students and employees participate enthusiastically.
